About Zero Waste SA
The objective of Zero Waste SA is to promote waste management
practices that, as far as possible, eliminate waste or its
consignment to landfill, advance the development of resource
recovery and recycling, and are based on an integrated strategy
for the State.
Zero Waste SA Act 2004
On 1 July 2003, the Office of Zero Waste SA was created
by proclamation under the Public Sector Management Act 1995.
The Government introduced legislation to establish Zero
Waste SA as a statutory authority in the Spring Parliamentary
Session, and this was passed in the February 2004 session.

The South Australian government established this new legislative
framework to enable State and Local Government to work together
to drive a new strategy for waste avoidance and reduction,
waste reuse and recycling and waste disposal. This commitment
arose from the recognition that waste management in South
Australia was still fundamentally reliant upon landfill
and that despite our efforts to date we had not substantially
succeeded in alleviating this reliance.
Zero Waste SA is also providing assistance to local councils
with arrangements for regional waste management, contributing
to the development of waste management infrastructure and
advising the Minister on measures to improve waste management
in South Australia.
Zero Waste SA Board
The Zero Waste SA Board is established as the governing body of Zero Waste SA by the Zero Waste SA Act, which specifies the range of expertise to be included in board membership as:
- environmental sustainability, conservation and protection
- local government
- waste management industry or waste-related infrastructure development
- regional affairs
- economic, financial and risk management
- advocacy on environmental matters on behalf of the community.
This range of expertise can be found in the Board members:
Allan Holmes (Chair) - Chief Executive, Department for Environment and Heritage
Ros DeGaris - Group Sustainability Manager, Adelaide Brighton Ltd, Ms DeGaris has practical knowledge of and experience in environmental sustainability, conservation and protection.
Megan Dyson – an EPA Board member with skills in environmental sustainability, conservation and protection through her work as a legal practitioner and policy consultant.
Anne Harvey - experience in economic, financial and risk management and has had senior roles in the Department for Environment and Heritage and the Department of the Premier and Cabinet.
Cheryl Christine Hill - Executive Committee member, Conservation Council of South Australia and fulfils the role of an environmental advocate on behalf of the community.
Lachlan Jeffries - Managing Director, Jeffries Group
Vaughan Levitzke - Chief Executive, Zero Waste SA (ex officio)
Tom Spirat - Group Manager Infrastructure Services, Corporation of the City of Whyalla. Mr Spirat is a member of the LGA Waste Committee and represents the interests of local government and regional affairs.

Business Plan
The Zero Waste SA Act 2004 requires Zero Waste
SA to submit a business plan to the Minister for Environment
and Conservation for approval.
The plan outlines the projects to be undertaken by, or
supported by, Zero Waste SA for the current financial year
and proposed directions for 2005-07.
Directions for future years will be adjusted in the light
of new developments and, importantly, the South
Australia Waste Strategy
