Kerbside Performance Incentives – targeting food waste
In 2008-2009 it is proposed to provide funding for councils to improve kerbside recycling performance which includes food waste collection. This is the area of domestic collection that will most effectively assist in achieving the 75% diversion target stated in South Australia’s Waste Strategy. To inform the development of this program a food waste co-collection pilot is being undertaken in the first half of 2008. For information about the food waste pilot click here.

Kerbside performance reporting
In order to verify kerbside yields and help in tracking the success of South Australia’s kerbside recycling systems, a system of kerbside performance reporting has been established by Zero Waste SA.
All Councils that have received Kerbside Performance Incentive payments from Zero Waste SA are required to submit kerbside performance reports. Some will be using data provided by contractors. Others (including those that have received larger incentive payments) will be conducting kerbside waste and recycling audits to provide the data.

Zero Waste SA has training and expert assistance available to assist Councils through the kerbside auditing process.
The following package tells you how to provide your kerbside
performance report to Zero Waste SA.
Not all councils are required to carry out audits as part
of this process. If required, this will be stated in the Funding
Agreement with Zero Waste SA.
What are the benefits to my council of doing an audit?
There are compelling reasons for councils and Zero Waste
SA to have access to accurate, reliable and consistent data
in order to plan future waste reduction strategies.
Common reasons for undertaking a kerbside audit include:
- Providing feedback to the community on their recycling
efforts
- Reviewing the performance of a new system (for example,
6 months after its introduction)
- Reviewing an existing system prior to tendering for a
new kerbside contract (or at a mid-term review)
- Validating kerbside yields to Zero Waste SA as a requirement
of the Kerbside Performance Incentives program
How can I use my kerbside performance report?
Your report can be used to:
- Report within a council and/or region on the performance
of a chosen waste and recycling system;
- Compare performance with that of other councils in similar
circumstances;
- Assist you in the process of tendering for a new kerbside
waste and recycling contract (or in negotiating improvements
to an existing contract); and
- Provide the State Government (including Zero Waste SA
and the EPA) with data on the performance of kerbside systems
The data collected from councils will be collated by Zero
Waste SA. These collated results will then be conveyed back
to councils enabling them to track and measure efficiency
of their waste management services in comparison with those
used in other areas.
